Customs Delays and duty fees

A review of 3 because I am feeling generous. My package arrived quickly as scheduled but was detained in customs for a full week. Upsetting because the package contained a paper pattern that has zero value to anyone but myself. The value declared of $10 and then after the delivery delay, I received a $25.00 customs fee... after the $70.00+ shipping fee. Is this the norm and what everyone else shipping from the US to India is experiencing?

I placed 4 stars on my review. They got my package as scheduled. I would have checked 5 stars. But, what it held me back is this company does not provide very meaningful helping resources when needed.
